As per the NRI PAN guidelines, as an NRI, if you are using an overseas address or the overseas bank statement/ NRE statement copies, they must generally be self-attested and attested by the Indian Embassy/Consulate or by the overseas bank managers.
NRIs can apply for their PAN service providers portal either via the Protean (NSDL) "Online PAN application" page or through the UTIITSL PAN portal.
